UPDATES TO THE PAYPAL USER AGREEMENT
Effective date: January 1, 2021
Please click here to view an updated copy of the intended changes.
You can find the current PayPal User Agreement by clicking here or accessing it via the "Legal" or "Legal Agreements" footer on most PayPal site pages.
Applicability
Due to the United Kingdom's exit from the European Union we have created a User Agreement which applies only to PayPal accounts of residents of the United Kingdom (UK), Gibraltar, Guernsey, Isle of Man and Jersey.
Regulatory Authorisation
PayPal is regulated by the Commission de Surveillance du Secteur Financier (CSSF) in Luxembourg with authorisation number 23/07. The CSSF is the authority responsible for the prudential supervision of companies in the financial sector in Luxembourg. In addition to CSSF regulation, from January 1, 2021 PayPal will be deemed to be authorised and regulated by the Financial Conduct Authority. The nature and extent of consumer protections may differ from those for firms based in the UK. Details of the Temporary Permissions Regime, which allows EEA-based firms to operate in the UK for a limited period while seeking full authorisation, are available on the Financial Conduct Authority's website.
Help Centre and Complaints
Effective Date: January 1, 2021
If you need help or have any questions on your account, please visit our Help Centre where you can find answers to many common questions. You can also contact us by clicking Contact Us at the bottom of any Help page.
We have made some improvements to our complaints handling processes, including changes to our website. We have a dedicated complaints section on our website which contains information on how to complain to PayPal.
Should there be a need for you to submit a formal complaint, you can access the complaints section here.
We would also like to remind you that where you remain dissatisfied with how PayPal has handled a complaint you continue to have the right to refer your complaint to the Financial Ombudsman Service (FOS). The Financial Ombudsman is a free, independent service, which might be able to settle a complaint between you and us. You may obtain further information regarding the FOS on the Financial Ombudsman Service website. |
