But statements alone are not enough to stop Netanyahu. Without meaningful consequences, he will almost certainly keep violating international law.
Europe has already shown it holds real leverage. Last year, 17 EU member states pushed for a review of the EU–Israel Association Agreement over human rights concerns, and the European Commission agreed to begin the process before it stalled the ceasefire agreement brokered by Donald Trump. But that mechanism remains available.
Reviving it and freezing the agreement would send a clear signal: violations of international law carry political and economic costs. If countries like Spain and France lead, others could follow – multiplying the pressure.
The United Nations has warned that expanding land confiscation in the occupied West Bank amounts to a "flagrant violation" of Palestinians' right to self-determination – exactly the kind of thing that should trigger review.
